I guess I should have expected this given how things are in Russia at the moment. But. Well.
ETA: False alarm, apparently that person was never blocked at all, and Russian law has no impact on Livejournal's rules at all (link). I'm still probably going to be backing up my journal and a few choice kinkmeme entries though. Which, in fairness, I should probably have done a while ago.
