Here's the thing - I'm also confused. A lot of people are. I watched the announcement on Monday, and it definitely sounded like our Prime Minister was saying we should all stay in unless we absolutely had to go out, and only essential services would continue. But it turns out all services are essential. They added off licenses (liquor shops) to the 'Essential' list today. I guess he was just making an announcement for the people wandering around parks in groups in their free time, that the police wouldn't let them do that anymore. But it was very confusing. Not very well delivered, if that is what he meant.
